Argentina - LYMANTRIA DISPAR PLAGUE – ASIAN AND JAPANESE BREED – REPORT ON SENASA NORMATIVE PLAN

Dear Sirs,

Please note, “Lymantria dispar”Asian (PGRA) and Japanese (PGRJ) breed, commonly known as “gypsy moth”, the National Service for Health and Agrifood Quality (SENASA) is in the final process of approving and issuing a Resolution that shall require information to all vessels coming from abroad, establishing control measures on those vessels that have sailed or remained in areas with plague (ports in Eastern Russia, Northeastern China, Korea and Japan), at a given time of the year (flight period of the female moth).

All Vessels that have called in ports reached by the future regulation during the period mentioned in the resolution shall have a Certificate of vessel free from Gypsy Moth – Asian or Japanese breed, before authorizing their operations in Argentina ports.

In case the vessel shall not have such valid certificate, it shall be inspected by the phytosanitary authority upon arrival and it could be subject to penalties.

In case vessels have sailed or remained in areas with PGRA and PGRJ in a period different to the time of the female moth’s flight (according to risk assessment), they shall be exempt from presenting the corresponding certificate.

The Enforcement Authority, after the phytosanitary risk assessment, shall carry out inspections on board the vessel.

The preliminary and advanced information of all international navigation vessels shall be made through the agents.

This draft of resolution foresees its implementation 90 days after its publication in the Official Bulletin, which shall be duly informed when it occurs.
